Macpherson examines the origins of the House of Lords in the medieval era and traces its evolution through the centuries, discussing the various reforms and changes that have shaped its composition, powers, and functions. He also provides a detailed account of the workings of the House of Lords in the 19th century, including its role in passing legislation and scrutinizing the actions of the government.
