We are currently experiencing an unprecedented era in North-South exchanges. The Paris Declaration, issued at the forum held in March 2005 in the former colonial capital of the same country, aims to transform the way wealthy nations provide aid to poorer nations. Strictly speaking, as stated in the text of the aforementioned declaration, aid must be appropriate, harmonized, results-oriented, involve mutual accountability among development actors, and, above all, be aligned with priorities. Unfortunately, this is not the case in Rwanda-at least in part-even though some progress has been made. A close examination of the available figures reveals a considerable gap between the results achieved and the 2010 targets. The alignment of aid with priorities-justified primarily by the use of recipient countries' public financial management systems-is poor. Furthermore, as INGABO asserts, Rwanda is experiencing disagreements with its donors, and to a greater extent with member countries of the Common Market or the European Union.
