The overall objective of this study is to understand the extent to which the use of health services and the availability of health resources in Quebec are equitable. This cross-sectional and correlational study covers all 95 CSSS territories in Quebec and spans the years 2006-2007 and 2008-2009. Pampalon's material and social deprivation index is linked to two sets of variables: those related to service utilization by CSSS and those related to resource availability. Analyses of variance were conducted. The EGIPSS integrated model of health services performance and Donabedian's model of health services utilization serve as the analytical framework. Overall, health care utilization is equitable with regard to material deprivation but not with regard to social deprivation. Among other findings, avoidable hospitalizations are higher among the most socially deprived populations compared to the most advantaged populations. Furthermore, the availability of health care resources is relatively equitable in Quebec, except with regard to the availability of personnel.
