Very often, raising the issue of rural land runs the risk of creating tensions and reigniting old conflicts. On a subject that sparks so much controversy and passion, what can be done to foster a dynamic of calm dialogue between indigenous people and migrants, farmers and herders, men and women, young and old? How can we reconcile the divergent land interests of rural stakeholders through participation? In the Padéma department, the Western Local Development Project (PDL-O) sought to address this question between 2004 and 2009 through a pilot land security initiative (OPSF) in a context of high migration and transhumance. Among other tools, this pilot initiative utilized the Reflection Group (GR), a forum for dialogue aimed at resolving land-related disputes.
