This book has been written with the aim of examining the City of Paris's strategies for communicating its transport policy from 2001 to 2008 (Bertrand Delanoë's first term of office and the start of his second term). The aim is to analyse the tools and rhetoric used to persuade Parisians to reduce their car use within the capital. We are particularly interested in examining how this communication was constructed, based on arguments relating to environmental protection and the 'intangible economy', as was particularly evident during the launch of the bike-sharing scheme (Vélib') in 2007. Taking a consumer good that was emblematic of the 20th century - synonymous with freedom and power - the City of Paris's communication campaigns sought to create a paradigm of the car as a service, to be used in moderation as it is responsible for nuisances such as pollution and noise.
