Public business was settled by a crowd on a hillside, by a council of five hundred men chosen by lot, and by juries that could run past a thousand. Offices rotated, officials were audited, and jurors drew a daily wage so that poverty would not decide who sat.This is an account of how that machinery was built, what it cost, and who was kept outside it. It follows the system from the debt crisis of the seventh century BC through the reform that recut the map of Attica, the tribute that paid for the fleet, the plague, the coup of 411 BC, defeat, civil war and amnesty, to the Macedonian settlement of 322 BC that made property the condition of citizenship.The men who stood on the Pnyx were a minority of the people who lived under their decisions. Women had no vote, enslaved workers had no legal standing, and resident foreigners paid for permission to live in a city they were barred from governing. That boundary was not a flaw in the design. It was part of it, and it stays in view here from the first chapter to the last.Solon, Cleisthenes, Pericles and Thrasybulus appear in these pages as men working inside an institution rather than as its authors. A final chapter separates what the ancient record will carry from what later centuries added.
