WHERE HAVANA GOES is a record, not a verdict. It opens before the name Cuba appeared on any European map and closes on 20 August 2026 - seventy-one chapters across seventeen parts, each anchored to something a reader can hold: a census book, a key on a coat of arms, $2,000 in gold coin, stamps printed in Washington, two Cessnas, a photograph in a closet, one hundred seventy-six measures in a reform package.

Between those two dates: the Ten Years' War and the men who financed it; the fourth clause of an amendment written in Washington and pasted into a Cuban constitution; a harbor explosion counted at 266 dead and at 268; sugar at forty-two cents a pound; a yacht built for twelve that carried eighty-two; the missiles and the thirteen days; the flights, the rafts, the Mariel boatlift; an embargo written into law in 1996 and still being argued in 2026; and, running under all of it, the ordinary business of living on an island where the electricity, the ration book, and the exit permit were decided by other people.

The book follows four rules, stated at the front and kept to the last page: Where the records disagree, both readings are printed. Where the records are silent, the silence is stated. It is not filled.>There is no indictment of Washington here, and no defense of Havana. Neither capital is allowed to stand in front of the Cuban people, who appear in these pages as what the record shows them to be: counted in every argument, and asked in none.
